Under La Habra's zoning code, vehicles parked at a residence must be on an approved paved surface: concrete, asphalt, or other impervious material. Municipal Code Section 18.10.050 prohibits parking any vehicle on the lawn or other unpaved landscaped area. Vehicles may not be parked so as to block a public sidewalk. In addition, no portion of a required front yard, or of a side yard on the street side of a corner lot, may be used for the permanent storage of motor vehicles, trailers, boats, or their parts; permanent storage means parking for 72 or more consecutive hours. These rules are enforced by city code enforcement as neighborhood-preservation standards rather than by the police traffic bureau, which handles on-street parking.
Parking on lawns or unpaved surfaces, blocking a sidewalk, or storing vehicles in a required front yard beyond 72 hours are code enforcement violations subject to abatement.
