La Habra, CA Parking Rules: Street Parking Limits (2026)

Title 10's stopping, standing and parking rules, adopted by Ordinance 1032 in 1978, apply at all times unless a specific section states otherwise, and Section 10.20.020 lets the city traffic engineer install signs or curb paint to mark no-stopping, no-parking and restricted-parking areas that carry the same force as the written rules. Section 10.20.030 lists categories where stopping, standing or parking is barred at all times: within a divisional island, along railroad tracks in a way that hinders a train, in an area the traffic commission finds hazardous, in a council-designated no-parking zone, within twenty feet of a safety zone or a marked crosswalk, within twenty feet of a traffic signal or boulevard stop approach, on a street closed for cleaning, repair or construction with twenty-four hours' notice, and, under subsection K, in a private driveway, blocking a driveway approach, on private property without consent, or on the roadway side of another parked vehicle.

Section 10.20.190 separately requires a vehicle on a one-way street to park within eighteen inches of the left-hand curb facing in the direction of traffic movement, meaning parking against traffic flow, or facing the wrong way, on a one-way street is unlawful unless signs permit otherwise; a commercial vehicle actively loading or unloading freight may instead back up to the curb as long as it stays within the street's centerline and does not block traffic. Vehicles serving police, fire, ambulance, public utility or postal functions are exempted from the parking rules under Section 10.08.060 while responding to an emergency or performing their public function.
