La Habra, CA Animal Ordinances: Veterinary Clinic Zoning (2026)

Chapter 18.14 governs off-street parking for every use built after the chapter's 2010 adoption, and Table 18.14.060.B.3, its medical parking table, sets an animal hospital or veterinary clinic's requirement at 4 parking spaces per 1,000 square feet of gross floor area (GFA). The same table sets a higher 5.5-per-ksf rate for a clinic or urgent care facility offering outpatient treatment with no overnight stays, 1 space per guest room for a convalescent hospital or nursing home, and requires a parking study for a full hospital or medical center, so a veterinary clinic that adds overnight boarding or surgical recovery space is measured on the same square-footage basis as a small-animal outpatient practice.

Section 18.14.020 requires the clinic to provide and maintain that parking for the life of the use, sized to accommodate the clinic's own occupants, customers, clientele and employees, and § 18.14.040 layers on general limits: none of the required spaces may sit inside a landscaped front-yard setback, each space must be on the same lot as the clinic or within 500 feet under a recorded joint-use agreement, and any fractional space in the calculation rounds up to a full space. A veterinary clinic operator seeking relief from the 4-per-ksf standard must submit a parking study prepared and stamped by a California-licensed civil or traffic engineer and approved by the city engineer.

The community and economic development department administers the standard as part of the clinic's building permit and use approval, with interpretation disputes appealable to the planning commission.
