La Habra, CA Animal Ordinances: Bird Protection (2026)

Section 6.22.310 covers canaries, parrots, parakeets, macaws, fowl and any bird of prey kept in La Habra. Outdoor keeping is permitted only in the agricultural zone or a declared open space area; even there, an aviary, coop or bird house must sit at least fifty feet from any adjacent dwelling or place of business and at least ten feet from any property line. Birds must be confined to a suitable house, cage, coop or aviary after sundown, and that structure must be cleaned weekly, kept free of odors and insects, and lime-washed or repainted at least once a year.

No property may keep more than twenty mature birds regardless of zone. Subsection (B) exempts anyone who houses four or fewer adult canaries, parakeets, parrots or doves indoors as typical caged pets, so the permit and setback rules target outdoor aviaries and larger flocks, not a single parakeet in a living room. A related provision, § 6.22.300, requires anyone keeping fowl defined in § 6.02.100 to first obtain a permit from the animal control officer under Chapter 6.30, with the fee set by city council resolution; that permit chapter also lets the officer inspect the premises, impose written conditions, and revoke a permit for noncompliance, with denials appealable to the chief of police within ten calendar days. La Habra contracts animal control enforcement through OC Animal Care, working alongside the La Habra Police Department and Community Development code enforcement staff.
