La Habra has no short-term rental registration program. Because short-term residential rentals are prohibited citywide under the zoning code, there is nothing to register and no registry the City maintains for operators.
The City of La Habra does not require or accept registration of short-term rentals because the use itself is banned. Ordinance No. 1836, adopted August 16, 2021, added 'Short-Term Residential Rentals' as a prohibited use in Table 18.06.040.A of the Title 18 zoning code and added a definition in Section 18.04.030. When the Council considered the matter, a proposed alternative would have created a registration and business-license framework under a new Title 5 chapter; the Council rejected that option and chose the outright prohibition instead. Standard rentals of 30 days or more are lawful and are not subject to any STR registry.
There is no registration to violate; instead, running a short-term rental at all is a prohibited land use enforced as a zoning violation and nuisance by La Habra Code Enforcement and Police.
