La Habra has no annual night cap for short-term rentals because STRs are prohibited citywide. Rather than limiting rental nights, the City bans short-term residential rentals entirely.
A night cap limits how many nights per year a home may be rented short-term. La Habra imposes no such cap because short-term residential rentals are a prohibited use under Ordinance No. 1836 and Table 18.06.040.A of the zoning code; the allowable number of short-term rental nights is effectively zero. The City chose an outright ban over a regulated program that could have included a night limit. Only rentals of 30 days or more, which are not short-term rentals, are permitted, and those have no annual night ceiling.
There is no permitted-night threshold to exceed; renting for any number of nights on a stay of 30 days or less is a prohibited use enforced as a zoning violation and nuisance.
