CMC 9.58.065 establishes a comprehensive registration framework for short-term rentals. Operators must apply for a home occupation permit through the Planning and Development Services Department per CMC 9.58.030, accompanied by floor plans and required documentation. A valid Clovis business registration must be maintained at all times per Section T. Within 10 calendar days of permit issuance, the owner must mail or personally deliver written notice to owners and occupants of contiguous properties and properties directly across the street, providing the name and telephone number of the contact person available 24/7 per Section E. Within 30 days, the owner must submit a signed and dated certification under penalty of perjury confirming the mailing was completed. If contact information changes, the owner must promptly update neighbors and submit a new certification to the Director. The operator must also register with the City for TOT purposes per CMC 3.3.407.
