TOT operators must register with the tax administrator and post a certificate on premises under RMC 3-7-6. A general business license under RMC 3-2 is also required.
While Reedley lacks a dedicated STR registration ordinance, two registration requirements apply to short-term rental operators. First, RMC 3-7-6 requires every operator of a hotel (broadly defined to include transient lodging) to register with the tax administrator within 30 days of commencing business or opening a new hotel. The tax administrator issues a transient occupancy registration certificate that must be posted in a conspicuous place on the premises at all times. This certificate is non-transferable and must be surrendered upon cessation of business. Second, RMC Chapter 3-2 (Licensing) requires a general business license for any business conducted within the city, which includes short-term rental operations. The business license must be renewed annually per the schedule set by city council resolution. There is no separate vacation rental registry, no requirement to display a registration number on listing platforms, and no neighborhood notification process. Records of TOT collections must be maintained for at least three years under RMC 3-7-12 and are subject to examination by the tax administrator.
