SB 280 (2023) allows St. Petersburg to require STR registration with basic owner, operator, and emergency contact information. Registration renewals are annual. Grandfathered pre-2011 properties receive the same process but full operational protection.
Under FL 509.032 as amended by SB 280, cities may require STR registration limited to verification of DBPR licensure, proof of tax accounts, designation of a responsible party, life-safety compliance (smoke detectors, CO detectors, fire extinguishers), and owner contact information. Registration is renewable annually, and fees are capped at a reasonable administrative cost. St. Petersburg STR operators must provide: DBPR vacation rental license number, St. Petersburg BTR, Pinellas County BTR, Florida DOR sales tax certificate, a 24/7 responsible party phone number, and proof of liability insurance. The responsible party must be able to respond within one hour to emergencies or complaints. Posting the registration certificate, occupancy limit, and emergency contact inside the rental is required.
Unregistered STR: 500 dollars per day. Missing responsible party contact: 250 dollars. Failure to post required information: 100 to 250 dollars.
