Riverside County, CA Short-Term Rentals: Repeat Violator Strikes (2026)

In the unincorporated county, Riverside County Code § 5.84.140.F makes revocation mandatory, not discretionary, once an operator hits either strike threshold: three verified notices of violation within a rolling 12-month period, or seven verified notices total, for the same short-term rental. Multiple notices issued within the same 24-hour period count as only one toward either count. Revocation runs with the current owner, the certificate cannot be reissued for that property until the ownership itself changes, and the case goes through an administrative hearing officer under the § 1.16.100 hearing procedures. This applies only outside the county's 28 incorporated cities (Riverside, Temecula, Palm Springs, Indio, Palm Desert and the rest each set their own short-term rental rules).
