Under Ohio Revised Code 5739.09 a board of county commissioners may levy an excise tax on lodging furnished to transient guests, and Stark County's rate is 6%. A 'transient guest' is someone staying fewer than thirty consecutive days. Ohio's statutory 'hotel' means an establishment with five or more rooms, so many home-based STRs fall outside the classic bed-tax net unless a local jurisdiction expands the definition. STRs still owe Ohio's 5.75% state sales tax on lodging.
