The annual permit fee for each short term rental shall be included with the short term rental permit application submission and due to the Parish of St. Tammany on February 1 of each year. ... Interest on the annual permit fee shall accrue at the rate of one and one-quarter percent a month from March 1 until the fee is paid. An additional penalty of five percent per month shall accrue for each month the permit fee is late, not to exceed 25 percent of the permit fee.
