Outdoor dining encroachments on sidewalks are governed by Title 20 (Zoning Code), which was updated in December 2022. Conversion of existing parking to outdoor dining that does not affect on-site vehicular circulation requires a Permit Adjustment under Section 20.100.500.A.15. A Special Use Permit is required when the conversion does not conform with current requirements. All encroachments must maintain minimum pedestrian clearance and comply with ADA standards. Permit holders assume liability for the encroachment area and must maintain insurance.
