It is unlawful for any person, association or firm to obstruct any part of the sidewalks of any town in the county by means of any personal property for a longer period than one (1) hour each day except as set out in subsection (B) of this section. For the purposes of trade and convenience any such sidewalk may be utilized not to exceed three (3) feet from the inner part of such sidewalks next to the building lots adjoining the sidewalks.
