Loudoun County, VA Sidewalk & Pedestrian Rules: Sidewalk Repair (2026)

Loudoun County does not have a single unified sidewalk repair ordinance. Instead, responsibility depends on ownership and the applicable maintenance agreement. For roads accepted into the VDOT secondary road system, VDOT maintains sidewalks within its right-of-way, including curb, gutter, and sidewalk on state-maintained highways. Most residential subdivisions in Ashburn (Broadlands, Brambleton, Ashburn Farm, One Loudoun, etc.) have sidewalks maintained by their respective HOAs under recorded proffers and covenants. The county's Department of Transportation and Capital Infrastructure (DTCI) maintains sidewalks on county-owned facilities such as government buildings and parks. Property owners are generally responsible for keeping sidewalks adjacent to their property clear of snow, ice, and debris per HOA covenants. The county's Facilities Standards Manual governs new sidewalk construction requirements: minimum 5-foot width for residential areas and 6-foot width along collector and arterial roads. ADA-compliant curb ramps are required at all intersections.
