In Westland, Wayne County, Michigan, all sidewalks and aprons for side drives must be built, maintained and repaired by the owner of the adjacent land. A landowner who fails to comply is liable to the city for damages if someone is hurt because the sidewalk was unsafe or out of repair. If the director of public services finds a sidewalk needs repair (per criteria like a 1-inch vertical crack separation, 1-inch surface deterioration, or holes over 2 inches in diameter and 1 inch deep), the city sends notice giving the landowner 30 days and four options: do the work themselves, hire a contractor, appeal within 10 days, or have the city perform the work and bill the owner.
