Aiken County allows electronic message signs only if their content stays static, with no flashing, scrolling, or video, and caps brightness at 7,500 nits by day and 500 nits from dusk to dawn.

These county ordinances apply to unincorporated areas of Aiken County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

Sign, changeable-face/copy/electronic message board. A sign designed to allow the changing of letters, words, logos, or symbols through manual, electronic, or digital means only in a static manner without altering the face or surface of the sign, or creating movement or the appearance of movement upon the sign face or by any other structural component. Images displayed using electronic/digital technology must be static messages and the content shall not include animated, flashing, scrolling, or full-motion video elements. All digital business signs shall have a method for controlling the illumination intensity or brilliance of the sign so that it shall not cause glare or impair the vision of motorists. These signs shall not exceed a maximum illumination of seven thousand five hundred (7,500) nits (candelas per square meter) during daylight hours and a maximum illumination of five hundred (500) nits between dusk to dawn as measured from the sign face.

Full Breakdown

" The definition draws a hard line at message-change speed: content that changes statically more than once every 10 seconds without flashing, scrolling or animation still counts as this static-message sign type, but anything faster, or anything that flashes or scrolls, is reclassified as an "animated sign," a separate and more restricted category under the same article. The code is explicit that images shown through electronic or digital technology on these signs "must be static messages" and that the content "shall not include animated, flashing, scrolling, or full-motion video elements," which rules out video billboards, scrolling tickers and animated transitions outright.

On brightness, every digital business sign must have a working method, either an automatic dimmer with a photo cell sensor or computerized controls, for holding illumination to no more than 7,500 nits (candelas per square meter) during daylight hours and no more than 500 nits between dusk and dawn, measured at the sign face, so the sign does not glare or impair a driver's vision. Because this rule lives in the zoning chapter's general sign definitions rather than a stand-alone permit section, an electronic message board still has to meet the underlying freestanding or building-sign area, height and setback limits set out for its zoning district in Table 6 of Chapter 24 before it can be installed. 22.

Violations & Fines

An electronic message board that flashes, scrolls, shows video, or exceeds the 7,500-nit daytime or 500-nit nighttime illumination cap is out of compliance with Chapter 24's sign definitions; the planning and development director can order it brought into compliance, and a conviction under Section 24-10.22 is a misdemeanor with a court-set fine, each day counted separately.

Frequently Asked Questions

Can I install a video billboard in Aiken County?
No. The county's definition of an electronic message board requires that images displayed through electronic or digital technology be static messages, and expressly bars animated, flashing, scrolling, or full-motion video content on these signs.
How bright can a digital sign be at night in Aiken County?
No more than 500 nits between dusk and dawn, measured at the sign face. During daylight hours the cap rises to 7,500 nits, and the sign must have an automatic dimmer or computerized control to enforce both limits.
How fast can the message change on an electronic sign?
The message can change no more than once every 10 seconds and only in a static manner; a sign that changes faster than that, or that flashes or scrolls, is reclassified as an animated sign under the county's definitions and loses the electronic message board treatment.
Does a digital sign still have to meet Aiken County's regular sign-size limits?
Yes. The electronic message board rules only govern content and brightness; the sign still has to fit within the freestanding or building sign area, height, and setback limits that Table 6 of Chapter 24 sets for its zoning district.
