Full Breakdown

040(C) prohibits any sign carried or conveyed by a vehicle for the primary purpose of general advertising for hire, explaining that the County adopted the ban to reduce traffic congestion, promote safe vehicle movement, cut air pollution, and improve the County's aesthetic appearance. The prohibition exempts displays that are part of the vehicle itself and advertise the goods or services the vehicle's owner or operator actually provides, and it exempts transit and public-carrier graphics on licensed buses, taxicabs, and similar for-hire vehicles passing through the County.

040(A) separately bans any sign with visibly moving or rotating elements or visible mechanical movement of any kind, except when the movement is built into a gas pump. 060(E)(2), governing Electronic Message Center (EMC) signs and automatic changeable copy. a limits EMC signs and automatic changeable copy to two use categories only, institutional signs and fuel-price signs at service stations, meaning ordinary commercial businesses cannot install a digital reader-board. c bans any appearance of movement, flashing, scintillation, or varying light intensity within the display itself.

3 foot-candles above ambient lighting, measured at a distance equal to the square root of 100 times the sign's area in square feet, and requires an automatic light sensor that dims the display, or lets it be manually adjusted, to stay within that ceiling. e backs that up by requiring every EMC sign to carry automatic brightness controls tied to ambient light.

Violations & Fines

A mobile billboard operating in the County, an animated or flashing sign, or an EMC sign that changes faster than every eight seconds, exceeds the 0.3 foot-candle brightness cap, or serves a use other than an institutional or fuel-price sign is a prohibited sign under Chapter 35.38 and is enforced as a Development Code violation under Chapter 35.108: the Director can order it removed or brought into compliance, and continued operation can be referred to County Counsel or the District Attorney as a public nuisance.

Frequently Asked Questions

Can a business install a digital billboard along the highway in unincorporated Santa Barbara County?
Not as a standalone advertising display. Electronic Message Center signs are limited by Section 35.38.060(E)(2)(a) to institutional signs and fuel-price signs at service stations, and mobile billboards for general advertising are separately banned outright under Section 35.38.040(C).
Is a gas station allowed to have a digital price sign that changes automatically?
Yes. Fuel-price signs at service stations are one of the two named uses eligible for Electronic Message Center technology, but the display still has to hold each price for at least eight seconds, stay static without flashing, and stay at or below 0.3 foot-candles above ambient light.
Can I hire a truck with a digital advertising sign to drive around the county?
No. Section 35.38.040(C) prohibits any sign carried or conveyed by a vehicle for the primary purpose of general advertising for hire, regardless of whether the sign is digital or static.
