Monroe County townships treat garage-sale signs as temporary signs: small, up briefly, down after the sale. Signs stuck in the PennDOT right-of-way or on utility poles get pulled, and the state's Outdoor Advertising Control Act governs off-premises signs along primary highways.
Each township and borough sets garage-sale-sign rules through its zoning sign code; the county has none. On your own lawn a temporary sale sign is normally allowed for a short window and must come down after the sale. Off-premises directional signs are the trouble spot: those planted on utility poles, at intersections, or in the state-road right-of-way are prohibited and removed by the township or PennDOT. Along interstate and primary highways, Pennsylvania's Outdoor Advertising Control Act of 1971 (36 P.S. §2718.101 et seq.) controls off-premises advertising. The Poconos' private lake communities often bar signs at their gates entirely.
Signs on utility poles, at intersections, or in the state right-of-way are removed with no notice. Leaving signs up after the sale invites a township citation, and unpermitted advertising along a primary highway violates the Outdoor Advertising Control Act.
