Texas Transportation Code §393.002 bans signs in public rights-of-way (including county road shoulders and TxDOT medians), and county road crews routinely remove garage-sale signs pinned to utility poles or fence posts. On private property, Conroe allows temporary garage-sale signs up to 6 square feet with no permit, posted no more than 48 hours before the sale and removed within 24 hours after. The Woodlands Residential Covenants restrict garage sales themselves (typically two per household per year, pre-registered with the Township) and allow directional signs only on the day of the sale, on the host property, with no attachments to community signage or common-area structures. Willis and Magnolia follow similar temporary-sign limits under general nuisance/sign ordinances. Placing signs on utility poles also violates Utilities Code §181 and most franchise agreements. Placement on neighboring property without consent is trespass.
