Adams County's sign code (Development Standards and Regulations Sec. 4-17-03) is content-neutral: campaign or political signs are treated as "temporary signs" and are exempt from a sign permit. A temporary sign may be up to 32 square feet; one may be displayed for a period not to exceed 14 consecutive days, a maximum of two times per calendar year per lot (multi-tenant properties get one per unit, capped at five on a property). Signs must be on private property, outside any right-of-way or easement, placed to avoid blocking sightlines for drivers, cyclists, and pedestrians, and may not be illuminated. Signs in the public right-of-way are prohibited. Incorporated cities set their own political-sign rules.
Signs in the right-of-way, oversized signs, or those left up beyond the allowed period may be removed by the county as prohibited signs; repeat violations invite zoning enforcement.
