Summary
Clark County exempts political signs from sign construction permits under County Code § 22.02.210(H), so campaign and yard signs go up without a permit, though they must still stay off the public right-of-way and come down per state election-law deadlines.
A sign construction permit shall not be required for work as listed in the following:
(A)Signs regulated by other codes, which are mobile or portable.(B)The changing of advertising copy or message on painted or printed sign theater marquees and similar signs specifically designed for use of replaceable copy. Electric signs shall not be included in this exemption.(C)Maintenance activities to include only painting, repainting, exact replacement with approved flashers, lamps, bulbs, ballasts, neon tubing, starters, neon transformers, wire or computer components, cleaning or changing the copy unless a structural change is made.(D)Memorial signs or tablets, names of buildings, and date of erection when cut into any masonry surface or when constructed of bronze or other noncombustible materials.(E)Temporary signs for on-premises use as defined in Clark County Code Title 30 which are three hundred square feet or less in area.(F)Construction signs of thirty-two square feet or less.(G)Holiday decorations.(H)Political signs.(I)Nameplates of four square feet or less.(J)Public signs or notices, or any sign relating to an emergency.(K)Adhered vinyl signage. (Ord. No. 4663, § 2, 1-22-2019)

Full Breakdown
Political signs are on the list of sign types exempt from a sign construction permit in Clark County Code § 22.02.210, alongside holiday decorations and small on-premises temporary signs. Title 30's Unified Development Code reinforces this: county sign rules bar content-based review of speech (§30.05.01C), and the 'Portable Sign' definition (§30.07.02) notes that election signs 'shall follow NRS time guidelines for removal' rather than a county-set deadline. In practice a resident or campaign can post a yard sign in Paradise, Winchester, or any other unincorporated township without applying for a permit, provided it isn't placed in the public right-of-way.
Violations & Fines
Political signs placed within the public right-of-way or another prohibited location under Title 30 § 30.05.01E are subject to removal by code enforcement as an unpermitted encroachment on county property.
