" That exception places political signs outside the county's general portable-sign prohibition, while still leaving them subject to the ordinance's baseline placement rules that apply to every sign in the county: no sign may be located in or overhang a public right-of-way except as NCDOT permits, and every sign must be set back at least ten feet from a right-of-way or property line, or 20 feet at an intersection. 159(G)(4) separately lists "[f]lags, emblems, and banners" that are "decorative, seasonal, political, civic, philanthropic, educational, or religious in nature" as signs that do not require a permit, capped at three per lot, though the code notes flags or banners advertising for-profit organizations fall outside that carve-out and must meet the standard sign rules instead.

Together, the two provisions mean a homeowner or campaign can place a temporary political yard sign or a small number of political flags without pulling a sign permit, so long as the sign is not left in the right-of-way and observes the ten-foot setback that applies to every sign type in the unincorporated county.
