Jeffco's sign code is content-neutral: political/campaign signs are regulated as "Temporary Ground Signs." Up to six per property are allowed with no permit, each up to 8 sq ft and 42 inches tall in residential zones, displayed no more than 6 months in any 12-month period, and never illuminated.
Section 23.D of the Jefferson County Zoning Resolution lists Temporary Ground Signs as signs not requiring a permit. Because the code does not classify signs by message (consistent with Reed v. Town of Gilbert), a political or election sign is a Temporary Ground Sign. Six are allowed per property; in all zone districts they may not extend outside the property line, exceed 42 inches in height, or exceed 8 sq ft per sign face. On qualifying agricultural lots the cap rises to 32 sq ft (set back 10 feet, max 10 feet tall). Temporary signs may not be erected for more than 6 months within a consecutive 12-month period and may not be illuminated.
Signs exceeding the size, number, or height limits, or extending into the right-of-way, are zoning violations under C.R.S. 30-28-124 and may be removed; nonconforming signs are subject to the Nonconforming Signs procedures.
