Statute 211B.045 bars cities from restricting the size or number of noncommercial signs during the protected window (46 days before the state primary in a state general-election year through 10 days after the general election). At other times, Blaine, Coon Rapids, and other Anoka County cities may regulate size and number. Signs may not be placed in the public right-of-way, on utility poles, trees, or on private property without the owner's consent. Anoka County advises keeping signs off county roads by placing them roughly 60 feet from the centerline of roads with paved shoulders and at least 33 feet on unimproved roads.
Signs in the right-of-way or on public property may be removed by the city or county without notice. Placing signs without owner consent may also violate state law.
