Mililani residents may post political campaign signs on private property under city rules, but HOA covenants frequently limit sign size, duration, and placement more strictly than the city code.
ROH Sec. 21-7.20 allows temporary political signs on private property, and Sec. 21-7.30 bans off-premise right-of-way placement. Mililani Town Association and subdivision HOAs typically restrict political signs to a specific size (often 4 to 6 square feet), limit them to 30 or 60 days before the election, and require removal within days afterward. HOAs also often prohibit signs on shared-wall exteriors or in community common areas. Hawaii law preserves some rights for residents to display political signs, but reasonable HOA restrictions are generally enforceable.
City enforcement can remove right-of-way signs, while HOAs can issue fines or assessments for covenant violations.
