SB 54 also targets a 65 percent reduction in single-use plastic packaging by 2032. Unincorporated San Bernardino County does not currently impose a local foam ban beyond state law, but operators near Joshua Tree National Park and the Marine base use compostable alternatives voluntarily. Cities such as San Bernardino and Redlands are evaluating their own restrictions on foam takeout clamshells.
