Summary

Owners can post a sign barring peddlers and solicitors from a property or limiting entry to certain hours, and entry against that sign is a county offense.

These county ordinances apply to unincorporated areas of St. Louis County. Incorporated cities within the county may have their own rules that take precedence over county-level regulations.

By the use of an appropriate sign or signs, the owner, owner's agent or representative, or a person lawfully in possession of any privately owned building, or any privately owned enclosed or improved real estate, lot or parcel of ground, may instruct peddlers and solicitors to not enter any such designated building, enclosed or improved real estate, lot or parcel of ground, or may instruct peddlers and solicitors to not enter any such designated building, enclosed or improved real estate, lot or parcel of ground during specified hours. The sign(s) must be posted in a conspicuous place or places, and be of sufficient size and print type so as to reasonably assure notice to any peddler or solicitor who wishes to enter such building or property.

5. It shall be unlawful for any peddler or solicitor to enter any designated building, enclosed or improved real estate, lot or parcel of ground if said entry would violate the instructions of a sign posted in accordance with the provisions of subsection 4 of this section, provided, however, that such entry shall not be unlawful if any adult occupant gives written or oral consent to such entry.

Full Breakdown

St. Louis County's Peddlers and Solicitors Code lets any owner, agent, or lawful occupant post a conspicuous sign instructing peddlers and solicitors not to enter a building, lot, or parcel at all, or not to enter during specified hours. The sign must be large enough and placed where a peddler or solicitor would reasonably see it before entering. Once posted, entering in violation of the sign is unlawful unless an adult occupant gives written or oral consent on the spot. The rule applies in unincorporated St. Louis County and on County arterial roads, including those inside incorporated cities, towns, and villages.

Violations & Fines

Violating the posted sign, or refusing to leave when told to by the owner or occupant, is punishable by a fine of $10 to $100, up to 30 days in the County Jail, or both.

Frequently Asked Questions

Does St. Louis County keep a do-not-knock registry?
No. The County's tool is a posted sign, not a phone or address list: the owner or occupant puts up a conspicuous sign restricting or banning solicitors, and violating it is a fine of up to $100 or 30 days in jail.
Can a sign limit solicitors to certain hours instead of banning them outright?
Yes. Section 804.040 lets the sign instruct peddlers and solicitors to stay out only during specified hours rather than at all times.
