Except as otherwise provided in this Chapter, every individual desiring to engage in any type of peddling/soliciting, as defined in this act, to owners and occupants of residences within the unincorporated area of the County is hereby required to: 1. Make written application to the County Chief of Police for a license as hereinafter provided; and no person shall be permitted to engage in peddling/soliciting in the unincorporated area of the County unless that person has been issued a license.
