San Joaquin County Ordinance Code (Title 5 Business Licensing) requires persons engaged in door-to-door commercial solicitation or peddling in unincorporated areas to register with the Sheriff's Office prior to canvassing. Registration includes a completed application (identifying the employer, product/service, territory, and expected duration), Live Scan fingerprinting for a background check (felonies involving fraud, theft, or violence within the past 7 years generally disqualify), two passport-style photos, and a fee (typically $50–$100). Approved solicitors are issued an ID card that must be displayed on the outer clothing at all times while canvassing.

Canvassing hours are limited to 9:00 AM until sunset or 8:00 PM, whichever is earlier; no solicitation on Sundays or state/federal holidays.
