Chapter 13 of the Ouachita Parish Code of Ordinances defines 'peddler' broadly in Section 13-1 to include anyone who goes house to house, place to place, or store to store selling and delivering merchandise carried with him, plus hawkers, itinerant vendors, and any retail dealer without a fixed place of business. Section 13-14 sets the occupational license fee for all peddlers, hawkers, itinerant vendors, and anyone displaying samples, bottles, goods, wares or merchandise on a temporary basis in a hotel, motel, store, storehouse, house, or vehicle for the purpose of securing retail orders, whether for immediate or future delivery, at $50 per location.

The section carves out one exemption: a person selling personal property he did not acquire for resale, barter or exchange does not need the license. Under Section 13-9, the peddler applies to the parish tax collector, submitting the application in duplicate on forms the collector's office supplies, and must furnish whatever financial data and other information the collector requires to enforce the chapter. Section 13-15 penalizes anyone who fails to apply for and obtain the occupational license before the last day of February of the calendar year: the business is subjected to a 10 percent penalty on the license amount plus 1 percent interest per month, computed from March 1 of the year the license was due.
