Under Norfolk City Code, commercial peddlers, itinerant merchants, and door-to-door solicitors must apply for a Solicitors Permit before canvassing residential areas. The application includes personal identification, photo, fingerprints in some cases, a criminal background check, identification of the employing organization, and a fee. Approved permit holders carry a city-issued ID badge with photo that must be shown to residents on request. Solicitation hours are limited, typically 9 AM to 7 PM or sunset, whichever is earlier. Homes that post a No Soliciting sign must be bypassed; ignoring posted signs is a separate violation. Nonprofit, religious, and political canvassers engaging in pure speech rather than commercial sales have heightened First Amendment protection under Watchtower Bible and Tract Society v. Village of Stratton, and Norfolk does not require a permit for pure noncommercial speech, though registration may still be requested for safety. The permit requirement does not apply to invited visits or scheduled appointments. Fake solicitors posing as utility workers or contractors to gain entry should be reported to police promptly.
