Frequently Asked Questions

Do door-to-door salespeople need a permit in Orange County?
Yes. Florida Statutes Section 501.022 makes it unlawful to conduct a home solicitation sale, a sale, lease, or rental over $25.00 arranged away from the seller's fixed place of business, without a valid permit from the Orange County Clerk of the Circuit Court, obtained after fingerprinting and a criminal background check.
Are charities exempt from the solicitor permit?
Yes, if they hold a sales-tax exemption certificate under Section 212.08(7). Section 501.022(1)(b) exempts solicitors, salespeople, or agents calling on behalf of a religious, charitable, scientific, educational, or veterans' institution or organization that holds that certificate, along with people invited onto the property and catalog or phone-only sales.
How long is a home solicitation sale permit good for?
One year from the date the Clerk of the Circuit Court issues it, unless revoked sooner. Section 501.022(7) requires the permit to be a laminated photo ID card showing the holder's name, employer, permit number, and expiration date, plus a phone number buyers can call to verify it before agreeing to buy.
Can the county revoke a solicitor's permit?
Yes. Section 501.022(4) lets the Clerk of the Circuit Court deny, suspend, or revoke a permit for a disqualifying criminal conviction, for lying on the application, for skipping a required county or municipal occupational license, or for any material violation of Sections 501.021 through 501.055.
