Charles County, MD Soliciting & Door-to-Door: Solicitor Permits (2026)

Section 67-2 of the County Code requires a license before anyone sells or solicits orders for merchandise of any kind, including books or periodicals, door to door of private residences in Charles County. The Clerk of the Circuit Court issues the license, and the fee is $100 a year, or $25 for a one-day license tied to a specific designated day; once issued, the license cannot be transferred to another person. The application must list the applicant's name, address, employer's name and address if not self-employed, age, and a physical description covering the color of skin, eyes and hair, plus height and weight, along with a general description of the merchandise to be sold.

That information goes to the Clerk of the Circuit Court, and license revenue is credited to the county's general fund through the County Commissioners. Several categories of sellers are exempt from the § 67-2 license: farmers or growers selling their own vegetables or other perishable farm produce, any Charles County student under 18 selling or soliciting through a program authorized by a county school, and vendors of milk or cream, bread, meat, fuels or petroleum products, fish or other seafood, or newspapers. A related license under § 67-1 covers hucksters, hawkers and peddlers of fruits and vegetables, at $100 a year through the Clerk of the Circuit Court, with its own $25-to-$100 fine and up to 30 days in jail for violations. Violating § 67-2 itself is a misdemeanor, and conviction brings a fine of not less than $25 nor more than $100.
