Vancouver requires every peddler, solicitor, and canvasser to obtain a city permit and license before conducting door-to-door sales or service solicitation. Licenses are subject to investigation, expiration, and revocation for fraud or misconduct.
VMC Chapter 5.50 (Peddlers, Solicitors, and Canvassers) makes it unlawful to engage in peddling, soliciting, or canvassing within Vancouver without first obtaining a permit and license. Applicants must provide identifying information; the city investigates each application before issuance (VMC 5.50.050). Fees (per the 2026 fee schedule): first-time license $20.56; renewal $71.96. Licensees must carry and exhibit their license on demand (VMC 5.50.070). Licenses may be revoked by the city council after notice and hearing for fraud, misrepresentation, unlawful business conduct, or breach of peace (VMC 5.50.100). Licenses expire annually (VMC 5.50.120). Exemptions exist for certain activities under VMC 5.50.140. The Police Department and Business Licensing enforce this chapter.
Violations of VMC Chapter 5.50 are misdemeanors: fine up to $300, or imprisonment up to 90 days, or both (VMC 5.50.130).
