Under Sec. 20-261, no person or entity may make a Production - still or video content of any kind - on Specified Property (property owned or controlled by Broward County or a municipality that has an interlocal filming agreement with the County) without a permit from the Film Commissioner, unless it falls under the single-handheld-device personal-use, solo-individual, or bona fide news-coverage exceptions.
