(a)Parade permit.(1)Except as otherwise provided in this subtitle, a person shall receive a parade permit issued by the Director before the person may engage in, participate in, aid, form, or start a parade.(b)Application. This section does not apply to:(1)Funeral processions;(2)Students going to and from school classes or participating in educational activities if the conduct is under the immediate direction and supervision of the proper school authorities; or(3)A governmental agency acting within the scope of its functions.(c)Participation. A person may not participate in a parade without the express permission of the permit holder if the permit holder requires persons to register to participate at least 7 days before the date of the parade.(d)(1)Except for a vendor located within an established building on a parade route, a person may not sell food or merchandise of any kind within 100 feet of the parade route on property controlled by the county without the express permission of the permit holder.(2)The permit holder may charge a nominal fee for a vendor's participation.

Anyone who wants to march in the parade needs the permit holder's express permission if the holder requires advance registration, and that registration deadline can be set as early as 7 days before the parade date.

Vendors get a specific carve-out too: except for a business located inside an established building along the route, nobody may sell food or merchandise within 100 feet of the parade route on county-controlled property without the permit holder's express permission, though the holder may charge that vendor a nominal participation fee. Under § 21-9-107(c), the Director must find that the parade won't substantially interrupt other traffic, won't divert so many police officers or ambulances that it strips protection from the rest of the county, won't interfere with firefighting equipment en route to a fire, and isn't reasonably likely to cause injury, provoke disorderly conduct, or incite a disturbance before issuing the permit.
