No person or entity shall stage, conduct, manage or authorize the occurrence of a special event without first obtaining a permit from the Administrator. (b) A permit application shall be submitted to the Administrator at least 35 days in advance of the commencement of a proposed special event.
(c) The Administrator may accept a permit application for a special event less than 35 days in advance of the commencement of a proposed special event at the Administrator's discretion.
(d) An assembly of less than 200 persons that would otherwise be considered a special event but for the number of persons attending may voluntarily submit an application for a permit which application shall be reviewed in accordance with the provisions of this division.
