22, Art. V, Division 2 (Sec. ), which govern bingo and games-of-chance licensing for nonprofit organizations and merely reference a municipality's parade permit as one qualifying condition for that unrelated license; the actual authority to close or use parish roadways for a parade sits in Sec. 35-26. Because Sec. 35-26 folds the parade-use approval into the parish's general right-of-way permission framework rather than setting out a standalone application form, organizers seeking to use unincorporated parish roads for a parade route must obtain the department of public works' prior approval before the event, in the same manner required for other organized activities occupying the right-of-way.

The parish's animal control provisions separately restrict animals near parade routes: Sec. 10-… (animal nuisance article) prohibits pets, animals or reptiles not authorized by the parade organizer from coming within 150 feet of the parade route for the duration of the parade, measured from the outer edge of the sidewalk or roadway surface, and extending two hours before and after the event.
