37, Special Events, replaced the County's old Parades chapter in 2017 (Ord. No. 5048) but keeps parades at the center of its coverage. 010 defines a special event as any parade, cycling, running, walking, march, ceremony, show, exhibit, pageant, or procession of any kind consisting of more than ten vehicles or more than 20 persons proceeding on foot or otherwise on a county street, highway, road, thoroughfare or alley, and separately as any event needing temporary traffic control or parking changes. 020(A) makes it unlawful to engage or participate in, aid, form, or start such an event without a permit from the Director, with narrow carve-outs for wedding and funeral processions, supervised school activities, government agencies acting within their functions, and election-related vehicle processions held within five days of an election.

060 lets the Director accept a late renewal application for good cause. 050 requires the organizer's contact information, the exact route, start and assembly times, and the expected number of people, animals and vehicles. 070 routes every application to the Sheriff, Environmental Health, area fire chiefs, Emergency Services and the CHP for comment, and lets the Director condition or reshape the permit to protect public safety; if the event needs a road closure or parking changes, the applicant must file liability insurance naming the County as additional insured, sign an indemnification agreement, arrange clean-up, and reimburse the County for extra Sheriff or Transportation Department traffic control. 080, whose decision is final.

Violations & Fines

Holding an unpermitted parade or special event is prohibited outright by Section 12.37.020(A), a Title 12 violation subject to the County's general misdemeanor penalty under Section 1.24.010: up to a $1,000 fine, up to six months in jail, or both. The Director can also revoke an issued permit at any time under Section 12.37.130 if the event violates its stated conditions, and Section 12.37.120(C) separately makes it unlawful to park in violation of Director-ordered parking restrictions along the event route.
