Sec. B3-146(h)(1) defines a parade, march, procession, demonstration, or assembly of 50 or more people, animals, or vehicles moving in unison on a road as a 'Special Event' requiring a permit under Sec. B3-147. Depending on size, applications must be filed 60 days ahead for a major event (500+ people or any road closure), 30 days for a minor event, or seven days if the parade is expressive activity protected by the First Amendment, per Sec. B3-149(b). The requirement applies only to roads in unincorporated Santa Clara County, not inside San Jose or the county's other cities.
