Utah County, UT Special Events & Permits: Parade Permits (2026)

05 of the Utah County Code, "Use Of County Roads And County Property," governs any parade that crosses a county road, defined as a public road, street, sidewalk, or trail situated outside an incorporated city, or one inside a city the County has designated as a county road. 020 defines a regulated "event" to include any organized gathering of 50 or more people held primarily for entertainment or amusement, expressly naming parades, carnivals, fairs, and concerts alongside weddings and receptions. 030, an organizer must apply in writing to the Utah County Public Works Department at least 20 business days before the parade, or 10 business days for organized filming events with 10 or more participants, swear to the accuracy of the application, and disclose the information the department requires on its own forms.

040 sets the permit fee under the County's current fee schedule, though the County Commission can waive it under the Utah County Facility Use Policy. 050 requires the applicant to carry event or liability insurance acceptable to the County and furnish a certificate of that coverage; an organizer running a purely expressive activity, such as a march or protest, can petition to have the insurance requirement waived or reduced. 060 if the organizer stops meeting the permit's conditions. The chapter does not reach spontaneous First Amendment gatherings, events held under a separate County contract, or meetings covered by the Utah Open and Public Meetings Act.
