03, the Parks Code's Visitor Conduct chapter, sets the rule for groups reserving space in a county park. 040 requires any group, school, club or similar organization, whether formally organized or not, to secure prior written approval from the Department of Parks and Open Space before holding or conducting an activity with twenty or more participants. Group use is "subject to prior reservations, conditions and charges" under the same section. 080 backs that up: the department issues permits and licenses and charges fees for park use, including admission, parking, park-use and facility-use fees, plus charges for the county's actual costs such as labor, equipment and overhead.

Permits are non-transferable, get revoked for violating any permit condition, and must be carried at all times while the group uses the park. 050 lets any department employee, designee or peace officer enforce these rules, eject violators, and revoke their permission on the spot. 070 for emergencies, health, safety, maintenance or management reasons, which overrides an already-scheduled group reservation. Organizers should contact the department well ahead of an event date since reservations and charges are set administratively and permits do not transfer between organizers or events.
