Broome County's Parks and Recreation Areas chapter, Chapter 281, sets the terms for reserving county park space for a gathering. Section 281-3(L), Camps and camping, states that "[n]o person shall establish or maintain any camp or other temporary lodging or sleeping place within the park without a written permit from the Commissioner" of the Department of Parks, Recreation and Youth Services, covering everything from overnight group camping to extended day-use setups. Section 281-4 then folds reservation activity into the county's fee structure, directing that fees for County park locations are set in the Schedule of County Fees in Chapter 257, Article XIV, and listing camping at Greenwood and "shelter house rental and reservation" among the billed activities; the schedule sets a $30 weekday and $100 weekend/holiday shelter charge plus a $5 per-shelter reservation fee.

Section 281-3(J) separately bars distributing signs, banners or advertising in a park, or selling any article, service or privilege, without written permission from the Commissioner, which reaches vendor and sponsor activity tied to an event. Section 281-3(W) lets the Commissioner add administrative procedures and guidelines from time to time, filed with the County Legislature, so an organizer should confirm current reservation forms and lead time with the Department of Parks, Recreation and Youth Services before planning a gathering. County security, the Commissioner's designees and local, county or state police enforce these rules under Section 281-6, with authority to issue appearance tickets.
