Any applicant for a permit under this section shall have the right to appeal the denial of a permit to the Executive Committee of the County Board. The appeal shall be made within 10 days of the denial of the permit, and shall be made by filing a written notice of the appeal in the Office of the Chairman of the Waukesha County Board. Full Breakdown

Sec. 14-150 of the Waukesha County Code governs permits for public meetings, assemblies and sporting or athletic events in the park system. An application must be filed in writing and received by the director of parks and land use, or the director's designee, no less than 10 working days before the event, and must state the applicant's name, address and phone number; the sponsoring person, corporation or association; a description of the activity; the specific park and portion of it requested; the date, start time and end time; estimated attendance; and any special needs such as kitchen access, utilities, parking, a tent, sound equipment or security.

A permit must issue if the application is complete, the requested site has not already been reserved under another permit, the site will safely handle the anticipated crowd without physical damage, the activity is not otherwise unlawful, and for athletic events the site can accommodate the activity itself. A separate rule, Sec. 14-170(b), layers on a Special Use Agreement requirement for any event that invites the public, closes off areas of the park, or brings in special equipment or amusement features, on top of whatever fee the director has set under the park fee schedule in Sec.

14-170(a). An applicant denied a permit has a right of appeal to the Executive Committee of the County Board, filed in writing with the Office of the County Board Chairman within 10 days of the denial; the Executive Committee must act on the appeal within 30 days of receiving it.

Violations & Fines

Holding an unpermitted meeting, assembly or sporting event in a park, or violating a permit's terms, falls under the parks system's general penalty in Sec. 14-140: a forfeiture of $10 to $600 per offense plus court costs, with up to 90 days in jail if the forfeiture goes unpaid. Interfering with a permit holder's use of a reserved site is separately unlawful under Sec. 14-155. Department employees designated under Sec. 13-101 may issue citations on site.

Frequently Asked Questions

How far in advance must I apply for a park event permit in Waukesha County?
At least 10 working days before the event. Sec. 14-150(a)1 requires the director of parks and land use to receive a complete written application no later than that deadline, so last-minute requests for weekend gatherings, races or organized sports in a county park can legally be turned away for lateness alone.
What information must my park permit application include?
Your name, address and phone number; the sponsoring person or organization; a description of the activity; the exact park and area requested; the date and start and end times; estimated attendance; and any special needs such as tents, sound equipment, utilities, parking or security, per Sec. 14-150(a)1.
Can Waukesha County deny my park event permit application?
Yes, but only on specific grounds under Sec. 14-150(a)2: the application was incomplete, the site is already reserved under another permit, the site cannot safely handle the expected crowd or would be damaged, the activity is unlawful, or an athletic event's site cannot accommodate the sport.
What if my park event permit is denied?
You may appeal to the Executive Committee of the Waukesha County Board under Sec. 14-150(a)3. File a written notice of appeal with the Office of the County Board Chairman within 10 days of the denial; the Executive Committee must decide the appeal within 30 days of receiving it.
