No person or entity, other than employees of the County or the Mercer County Park Commission, shall use or occupy lands or structures, title to which is in the County and which are acquired, maintained or made available by the Mercer County Park Commission, other than upon terms, conditions and times approved by the Mercer County Park Commission for the use of park facilities by all citizens.
