Under County Code Article VI (Sec. 15-24 through 15-34), any special event on unincorporated Sonoma County roads, including fairs, celebrations, carnivals, block parties and parades, needs a public right-of-way special event permit once more than 50 participants are involved. Organizers file with the Permit and Resource Management Department 60 days to 5 years ahead, pay board-set fees, carry at least $1,000,000 in liability insurance, and sign an indemnification agreement. This applies only outside the nine incorporated cities; Santa Rosa, Petaluma, Sonoma and the others issue their own separate event permits.
