040(9) puts "shows, festivals, fundraisers, carnivals, parades, or similar activities" on the list of uses that require a permit or approval from the Parks, Recreation & Golf Department director or designee before they can happen in a county park, alongside subsection (4)'s ban on selling refreshments or merchandise or otherwise engaging in business or occupation there without the same approval. Vendors setting up booths at a festival, and organizers collecting entry fees or donations under subsection (8), both need the permit before the event opens.

050 controls how it operates: the holder must produce and exhibit the permit to the director or designee on request, no one under 18 may sign for it (21 if alcohol will be served), and the site must be left in a condition the director considers satisfactory when the event ends. The director can deny the application, or add conditions, if the vendor or festival activity would unduly disturb the safety, comfort or convenience of other park users or of an adjacent area, and can approve activities the list does not name through the county risk manager.

This chapter covers activity inside the county park and trail system operated by the Parks, Recreation & Golf Department; it does not, on its own, authorize closing a county road for a street fair, which runs through the county's separate road-use and traffic-control permitting under the county engineer.
