Chapter 606 licenses itinerant vendors one at a time, which is workable for a lone seller and unworkable for a street fair where dozens of booths appear for a weekend. Section 606.185(I) is the release valve. For events conducted one to four days under the sponsorship of a single organization, the itinerant vendors may conduct business on the license obtained by the sponsor rather than each pulling a license of their own.

Two conditions define that carve-out and both are narrow. The first is duration: the event has to fall inside the one to four day window, so a fair that stretches past four days is outside the provision and cannot ride on a sponsor's license. The second is sponsorship, and the code says a single organization. The exemption is drafted around one sponsor holding one license and answering for the whole event, not around several groups informally splitting a weekend on the same lot.

What the vendors are relieved of, the sponsor picks up. The section states that the sponsor shall meet all the provisions of this Section for such license, so the sponsoring organization's application is measured against the full itinerant vendor standard rather than a lighter festival version of it. On top of that, the application must include a listing of the name, address and State sales and use tax numbers of all of the vendors participating in the event.

That listing is the entire mechanism. It is how St. Charles County knows who is selling under the sponsor's license and how Missouri knows sales tax is being collected on the transactions. Because the requirement reaches all of the vendors participating in the event, a booth that turns up late and never reached the sponsor's list is not covered by the license the sponsor holds. Organizers planning a county street fair should therefore close their vendor roster, collect Missouri sales and use tax numbers, and file the complete list with the license application rather than treating the roster as something to be finished on setup day.
