Article IV of Chapter 12 defines a "musical or entertainment festival" as any open-space gathering exceeding 5,000 persons for entertainment consisting primarily of music, and Section 12-104 makes it unlawful to stage, promote, sell tickets to, or conduct one without first securing a special entertainment permit from the board of county commissioners. Section 12-105(b) requires the written application at least 30 days before the festival starts, with plans covering sanitation, parking at one space per five patrons, medical staffing of one physician per 2,000 patrons and one nurse per 1,000, security staffing of one trained officer per 500 patrons with no shift exceeding eight hours, and full financial disclosure of everyone with an interest in the event.
